The Federal Government, via the Nigerian Electricity Regulatory Commission (NERC), has instructed all electricity distribution companies to publicly disclose the refunds issued to customers who purchased meters under the Meter Asset Providers (MAP) scheme.NERC announced this directive on its social media platforms on Monday, coinciding with the first Nigerian Electricity Supply Industry Stakeholders meeting of 2025.

The MAP framework allows third-party investors to provide and maintain meters as a service, with customers paying metering service charges for the meters they utilize.According to NERC regulations, if a customer opts for upfront payment for their meter, the distribution licensee is required to reimburse the cost through energy credits.

The schedule for these reimbursements is determined by the commission, taking into account the financial status of the distribution licensee.Despite this regulation, consumer groups have raised concerns about the irregularity in refunds from the distribution companies (Discos) to customers who purchased meters under the MAP scheme.To promote transparency and encourage customer participation in the scheme, the regulator has mandated that the refund details be made publicly available on the companies’ websites. NERC stated, “Discos are required to publish details of MAP refunds on their websites for transparency.

This initiative will reflect the commitment and consistency of the scheme and motivate customers.”
