Niger State Governor, Umar Bago, has rescinded his controversial order to arrest individuals with dreadlocks, following significant public outcry and criticism from civil rights groups.
The governor had previously directed security agencies to detain anyone sporting dreadlocks throughout the state, claiming that the hairstyle was linked to an increase in cult-related activities and insecurity, particularly in Minna, the state capital.
Addressing the disorder in Minna, I urge anyone who sees a person with dreadlocks to arrest them and shave their hair. From this point forward, it’s a fire-for-fire approach. Any harassment of security personnel will be seen as a challenge to the authority of Niger State,” Bago declared during a public address.
In addition to the dreadlocks order, Bago implemented a 12-hour daily curfew on commercial motorcycles and tricycles, prohibiting their operation from 6 PM to 6 AM, as part of a broader effort to combat violent crime.
He also warned that any property found harboring criminals or drug dealers would face demolition, underscoring his administration’s commitment to restoring order.
The initial directive, particularly aimed at individuals with dreadlocks, drew widespread condemnation on social media and from the public, who accused the governor of endorsing discrimination and lacking an understanding of effective crime prevention strategies.
In response to the backlash, Bago addressed the issue on Wednesday at an event in Minna, during which he designated the Bola Ahmed Tinubu International Airport as an alternative to Abuja’s Nnamdi Azikiwe International Airport.

He characterized the backlash as “media propaganda” and reiterated that the enforcement actions are specifically aimed at criminal groups.
